Every progressive jackpot is funded by taking a slice out of the base game. The headline figure grows because the ordinary spins pay less.
That makes the effective edge on the part of the game you actually experience — the spinning, the near misses, the bonus rounds — worse than a normal slot, often around 6% once the jackpot contribution is stripped out. The jackpot restores the theoretical RTP on paper, but only one person ever collects it, and the arithmetic of who that is does not favour anybody in particular.
